Here’s an official copy of the Capital QB’s 7on7 Football league rules.

Capital QB’s in conjunction with the Orleans Bengals Football club will start their inaugural 7on7 Passing League at the Hornets Nest on Bearbrook road during the Winter of 2014. The league will run from January 11th 2014 and will continue until March 29th 2014.

1. Field Dimensions for 7on7 football League in the Dome:
A. Field Length: 45 yards long

B. Field Width: 65 yards wide
C. End Zone: 10 yards deep

2. Starting the Game for 7on7 football League:

A. A central time keeper will be designated. All games will begin and end on this persons instructions. He will also announce the time remaining at the 10, 5, and 3 minute mark.
B. Initial possession is determined by a coin toss.
C. Team Shirts / Jerseys & Shorts must all match throughout the team.
D. 7on7 Football League Visiting team will always align their team on the right sideline facing the end zone; home will always align their team on the left sideline facing the end zone.
E. Referee will announce/post score before each offensive possession begins.
F. MOUTH PIECES ARE REQUIRED AND MUST BE WORN AT ALL TIMES DURING 7ON7 FOOTBALL LEAGUE PLAY.
G. The ball is always placed in the middle of the field in the dome.

3. Moving the Ball:
A. No kicking. No punting.
B. The 7on7 football League Field is marked at 15 yard intervals with cones. (3 first downs without a penalty would result in a touchdown). For each 15 yard interval, the offensive team has 3 downs to score or gain a first down.
C. Possession always begins at the 45 yard line middle of the field in the dome.
D. Offense MUST move in the same direction.
E. NO PLAYER MAY RUN WITH THE BALL, ALL PASSES MUST BE FORWARD (A pass caught behind the line of scrimmage must be a forward pass)

4. 7on7 Football League Special Rules:
A. No blocking. No tackling.
B. Receiver/Ball carrier is legally down when touched below the neck with one or both hands. (Excessive force by shoving, pushing, or striking will be penalized by automatic first down and 5 yards. The honor rule is applied if there is a question of being touched. If we can’t come to a solution, a flip of the coin will be used to determine the outcome. Time will continue to run.
C. Fumbles are dead balls at the spot with the last team retaining possession. A muffed snap is not considered a fumble or dead ball, therefore the play resumes and the 4.0 second count is still in effect.
D. Each team will have 20 seconds to snap the ball once it has been blown-in by the official. A delay of game penalty will result in a loss of down and minus 5 yards.
E. Quarterback has 4.0 seconds to throw the ball from the snap of the QB tee which has a 4 second timer.

5. 7on7 Football League Special Rules Continued:
A. If the referee sees that the clock has exceeded 4.0 seconds, he waits until the play is over (the play is not blown dead), then brings the ball back to the original line of scrimmage with loss of down. (The timekeeper will be an official or coach from a team that is not playing)
B. Defensive Pass Interference will be a spotted foul and an automatic first down.
C. Responsibility to avoid contact is with the defense. Any bumping, pushing, or grabbing will not be tolerated. These actions will result in roughing penalty at the end of the play (5 yard penalty)
D. Offensive pass interference is a loss of 5 yards.
E. Interceptions may be returned (no blocking rule applies). If an interception is returned beyond the 45 yard line (the offensive origination point) it is a touchdown and point after attempt should ensue.
F. Offensive team is responsible for retrieving and returning the ball to the previous spot or the new scrimmage spot. Clock does not stop and any delay by offense in retrieving and returning the ball TO THE REFEREE will result in a delay of game and will be a 5 yard penalty from the succeeding spot.
G. There is no center in the Capital QB’s 7on7 Football League. All snaps will come from the QB tee. Therefore, it will be 6 offensive players vs. 7 defensive players.
H. The Referee will be responsible for setting or re-positioning of the marker/bean bag at the line of scrimmage.
I. No taunting or trash talking, unsportsmanlike conduct would result in a 5 yard penalty and expulsion if flagrant.
J. The offense must gain at least 15 yards in the first 3 or less plays or the defense takes over. (There is no kicking).
K. FIGHTING: The player (s) involved will be ejected from the game and tournament / league. If a team fight occurs, the teams involved will be ejected from the tournament / league and denied participation in any remaining tournaments/League play for that year!
L. Two delay of game penalties on the same possession results in a turnover. The opposing team will then put the ball in play on the 45 yard line.
M. Any dead ball foul on a play that results in the defense getting the ball and it is unable to be penalized back to the 50 yard line will result in a loss of down penalty. The defense, not the offense, would be starting play with 2nd down.
N. The offensive snap is snapped from the QB Tee.
O. Press Coverage is allowed.
P. On offense, you must have 2 ends on the Line of Scrimmage. One on each side of the QB Tee.

6. 7on7 Football League Scoring:
A. Touchdown: 6 points
• 3 yard PAT: 1 point
• 10 yard PAT: 2 points
• Interception: 3 points (defense)
• Interception TD: 6 points
B. Interception on 3 yard or 10 yard PAT is dead ball but includes 3 points.
C. Official score is kept by field referee and game manager.

7. 7on7 football League Tie-breaker Rule (Playoff Only):
A. After coin flip determines first possession, teams will alternate 3 down series from the 15 yard line. A winner is determined when one team scores during its possession and the other does not. If a second overtime period is necessary, each team must then go for two points on the conversion attempts.
B. Tie-breaker rule DOES NOT apply during regular season play due to time restrictions of Dome Rental.

8. 7on7 Football League Time:
A. 2-20 minute halves (running time) with a 5 minute half time.
B. No time outs. (EXCEPTION: Injuries. Game will stop until player (s) can be removed as soon as safety dictates).
C. No half-time.

9. 7on7 football League Teams, Eligibility, Uniform and Equipment:
A. No more than 12 players to a team and no less than 10 with only 7 players on the field at one time.
B. All participants must be between the age of 15-18 years old and cannot turn 19 the Calendar year.
C. Each participant must wear appropriate team jersey with an identifiable number. NO TEAM WILL BE ALLOWED TO PARTICIPATE WITHOUT JERSEYS. Proper footwear must be encouraged and monitored by coaches. No jewelry allowed that is deemed harmful or is considered a safety hazard to the health the player and/or the participants on the field.
D. Official ball will be supplied by the league. Teams can us their own ball if they so choose. Football must be an official approved ball by the league.

10. 7on7 Football League Team Area:
A. NO TEAM SHALL HAVE ADDITIONAL PLAYERS ON THE SIDELINE OR IN THE TEAM TENT.
B. NO TEAM SHALL HAVE PARENTS/CHILDREN ON THE SIDELINE OR IN THE TEAM TENT.
C. Teams must pick up trash after the completion of games.
